ProPEL Alternatives Process
During the Level 3 screening, the location-specific alternatives that advanced from the Level 2 screening were organized into planning segments, which are sections of the study area that work together to provide access and mobility. Planning segments include improvements at the primary intersections, the secondary intersections, and the roadway between them. The Level 3 screening includes both qualitative and quantitative factors to assess the costs, benefits and impacts of future potential improvements.
